Actually, look at the Weasleys as an exception that makes a rule. Draco has 
no siblings we've heard about. Nor does Neville, though perhaps he might 
have, had his parents not been Crucioed into St. Mungos. Only one Chang, one 
Parkinson, one Nott...look at Harry's fellow students. Very few have 
siblings. The Creevy brothers, the Patil sisters, erm, I think that's it, 
other than the Weasleys.

My thought is that, by virtue of their magical natures and their longevity, 
wizard folk breed slowly as a rule, which might be part of why the Malfoy 
family sneers so heavily in their direction: it could well be that they'd be 
sneered at if they were as rich as Croesus, simly because they're so very 
fertile.
