could have other uses. I know most people would immediately think 
about the explosive spell Pettigrew used to frame Sirius Black- but 
couldn't that, as corny as it sounds, be used in mining? Or Destroying 
old Structures? [Or]...."

That's a simpler explanation, so it's probably the true one. The only 
objection to it is it doesn't explain how the echoes spewed out of the 
wands by Priori Incantatem seem to have so much of the dead person's 
essence. Maybe "echoes" are that detailed.

different grades, such that the explosive spell really isn't an 
unforgiveable curse because it's not really it's own spell?"

I've always believed that all magic depends on the talent, skill, and 
experience of the caster. I'm sure, for example, that Dumbledore can 
Stun harder, vanish better, and Apparate farther than anybody else. 
After all, Harry's a Level Four wizard, and Dumbledore's Level 
Zillion.
