I think its fair to say, JKR being British, lupins being flowers grown in Britain, and the book being generally aimed at the younger (initially British) reader, that dear Remus's name shoul be prounounced LOO-pin.  Having consulted my vade mecum on the subject (Stephen Fry reading THE audio book) alas, the romance of French pronunciation passed him by and LOO-pin it is.
