Perhaps George wore something different than Fred that would identify him.

Well, morbid as it sounds, I always assumed that since the house seemingly 
burned to the ground with the spells that their bodies did too. Of course, 
their house didn't really burn now that I think about it, but that's how I 
always thought.

It's stated that house elves only come in big, rich manors
