Well, in CoS, Colin Creevy, during one of his requests to take a
photo of Harry, is all excited at having discovered that if he
develops the film in a particular potion, the pictures will move;
later, he shows Harry one of the potion-developed photos (the one in
which Harry is pleased to see that his photo self is hiding behind
Lockhart).
I assume that a similar potion is used to make paintings move. This
would, to me, explain why some wouldn't necessarily move ~ maybe the
person who commissioned/painted 'potioned' it for sentimental
reasons, or *didn't* because it wasn't a favorite/simply didn't want
it to move.
