In Romany legend, the wereX (for there are many sorts;
wolves happen to be the 'poster children' of the
class, as it were) feels the rising of the Moon and
then seeks the light.  However, also per those
legends, even if the wereX is imprisoned in the dark,
it still changes simply because the Moon is full.

As for the modern magickal sense of this, I would say
that it is an application of the Rule of Similarity:
As the Moon changes, so does the wereX.
The actual syndrome is a case of the Rule of
Contagion.
