Dobby feels guilty and is ashamed for having left Harry that night, 
working for his enemies or maybe baby Harry threw a piece of his 
clothing to Dobby without knowing what it means, as a play? Latter 
would explain why Dobby isn't Harry's house-elf, unless it has to do 
with another 'Minors not allowed'- rule again...
