why Dumblelore does what he does

It's in Goblet of Fire. I remember thinking ah-hah when I read it. 
Harry is spending the first part of the summer with the Dursley's, 
which seems appropriate if the blood bond is his protection, and Lord 
Voldemort is truly gunning for him.

What I wonder about is what will Dumbledore and the others do that 
makes it possible for Harry to go to the Burrow the second part of 
the summer? Or will he just take his chances?

One things for sure--growing up with the Dursleys would do nothing 
for anyone's self esteem.
