In otherwards, a politician. Fudge is a perfect characterization of 
the failings of most politicians, he's self-motivated, inept, and 
refuses to alter his way of life for the general good. JKR has done a 
great job so far as a part-time satirist, and Fudge is one of her 
greatest creations. Making him a DE, just like making Petunia a 
squib, really detracts from the point of the character IMHO.
