I'm afraid I can't quite follow you. Do you mean that his penance might be to make himslef be hated by everybody? If anything, I'd say that having to see his victims' children every single day might be his idea of self- inflicted punishment; Hogwarts as refuge and hell, something of the kind. But deliberately hurting and bullying students in order to be loathed? Seems a bit far-fetched to me.
