I'm sure he had other family, like grand parents and such, but Petunia,
Vernon, and Dudley are "They only family he has left now", as D states
in SS/PS. I'm beginning to think that James was an only child, and so
Hagrid must've had to go to friends, since no "family" was left. Makes
you wonder what happened to James' family. Were they wiped out by V
also?
