That's correct. The magic quill is at Hogwarts, so presumably it only 
covers magical children in the British Isles, but whenever a magical 
child is born, regardless of their ancestry, the quill writes their 
name down. Apparently it's McGonagall's job to go through the list 
that the quill writes, and send letters to the children when they 
turn 11.
