I think you must be right.  There are other pets and I think the 
emphasis of the word "OR" in caps between the different options is 
meant more to convey the fact that each student may only bring one 
pet. 

But I think the staff can fall back on the policy at any time to 
exclude any pet that might be too dangerous, such as Hagrid's 
keeping of Aragog which ultimately gets him expelled. After all, the 
magical world has a greater variety of creatures than the Muggle 
world.  They can't possibly foresee all the possibilities that might 
come up, for instance that someone's cat--thinking of Crookshanks 
here--could be part Kneazle.
