Two ideas: (1) The use of magic. Perhaps a watered-down version
of the Imperius charm, which gives them some freedom but keeps
them from going over the edge. (2) Uncontrolable witches/wizards got
selected out by them getting themselves killed before they reproduce.

The Hogwarts age range is a seething cauldron of hormones even when
you add the preceptors and first girl and boy, you have little
supervision. Perhaps D'dore or somebody has a map like that of the
Marauders, that tells him what most everybody is up to. Of course,
it would itself need limits to preserve privacy.
