Umm, dear sweet Lupin says that his Hogwarts escapades as a 
werewolf resulted in a lot of near misses, and that the thought 
that he might have bitten somebody still haunts him. Every time 
he left the shack, he  became a menace to human life, and he 
continued to do this even after he became aware of it. That's 
more than carelessness. The people he threatened must have 
been terrified. If he thought scaring innocent people was just part 
of the fun, he's no better than the DE's at the World Cup, IMO.
