Muggle parents and Hogwarts (was: First impressions of Hogwarts)

Rachel, I see your point, but isn't Hagrid an untrained wizard as he 
was expelled from Hogwarts in his third year, and don't you think the 
risk of not training him would have been taken under consideration?I 
don't specifically remember reading anything he messed up through 
magic. I suppose the risk would depend on the child's ability and I 
wonder if magical ability is like muscles, "IF you don't use it, you 
loose it" ?
