We don't know for sure that Sirius was laughing at all.  We only have
the word of Cornelius Fudge, and I don't have much faith in his
version of the events.  For all we know, Sirius was sobbing into his
hands, or standing there nonplussed, or trying to revive a Muggle, or
whatever.
