My views based on nothing more than..... well, my views.
Pheonix feathers are never 'lost'; they don't just fall out during the
course of a pheonix normal health life. The pheonix has to release one
voluntatily, and once done, that feather is lost for eternity. In
future regenerations, that feather will not be present.
Since that feather was give voluntarily, and since it is now separate
from the pheonix, it does not burst into flames when the pheonix
regenerates.
When the pheonix does regenerate, feathers that fell out while the
bird was molting just prior to regeneration also burst into flame when
the pheonix does. Those particular feather were not given up
voluntarily and are part of the pheonix's natural regeneration cycle.
Can't prove that, but I'll bet money, that's exactly what we find out
in the next book. There is speculation that the Order of the Pheonix
is Dumbledore and an elite group of his friend who have new wands
made. The new wands all have a core made from one of Fawkes feathers.
This gives each O of P member additional power should they ever meet
Voldemort face to face. If pheonix's could just give up feathers like
they were water, there wouldn't be much significants to it. But, if I
am right, and the pheonix loses those feathers for eternity, then it
is a pretty major sacrifice on the part of the pheonix.
I just wonder if the size of the feather makes a difference. If I was
Fawkes, I would give up some feathers, but they would be pretty small
ones.
