I'm sure that Quirrel and Voldemort had conversations about Harry and who he is seen with all the time.  It's not unlikely  Quirrel mentioned that Harry and Ron are always together.  And, Voldemot is certainly familiar with Ron's parents.  The Weasleys all stand out because of their red hair.  Why,Voldemort only has to do a little bit of thinking to come up with "get Harry through the Weasleys... yea, that's the ticket.  (Those twins are daring...) it wouldn't take much to lure them out beyond the bounds of safety.  Harry will come after them to save them..."  And what better way to get back at Arthur and Molly than by going after their kids?  Wouldn't it likely paralyze them knowing Voldie has one of them and is holding that kid out the proverbial window by his ankles?
