This is sheer speculation of course, but I believe the dementors had 
it in for Harry right through the book. 

1) On the train they focussed on Harry, and had to be driven off by 
Lupin. 

2) When they invaded the quiddich pitch, despite the feast of 
thoughts available to them, when Harry looked down from his broom 
they were all focussed on him again. 

3) The attempted kiss by the lake. 

I really think they were acting either on their own plans to do away 
with Harry, or in league with Voldemort or his agents. My speculation 
tends towards the first option. I really think they see Harry as a 
threat to their existence and propogation, and the nature of this 
threat is linked to why Voldemort was after James and Harry 
specifically at Godric's Hollow. 

Their mandate from the ministry was to capture, and later kiss 
Sirius. Why didn't they just ignore Harry and Hermione by the lake 
and continue with their business? When Harry came after them they 
appeared to drop Sirius and go straight for Harry. The hunt for 
Sirius just gave them some freedom of movement. I wouldn't even be 
surprised if we find out in later books that the Dementors knew 
Sirius was holed up in the shrieking shack, but postponed his capture 
to buy some more time to do what they really wanted: suck Harry's 
soul.
