While I have no evidence to support this (other than the fact that the family
has some money), I have always been under the impression that Lucius Malfoy
owns the Riddle House. Just because it's in the Muggle world doesn't mean
Lucius would have nothing to do with it - it's possible he purchased it during
Voldemort's first rise to power either at the Dark Lord's request or a
surprise ("Happy Birthday, O Evil One, Sir!").

Dumbledore did say, in CoS, "I would advise you, Lucius, not to go giving
out any more of Lord Voldemort's old school things..."

This could mean that he knows, or suspects, that Lucius has other things
belonging to Voldemort, or which were or could have been "his." While a house
is not a schoolthing, could the Riddle House be, to Luicus, another piece of
Voldemorobillia?

However, Dumbledore specifically did not use the word "Riddle", thereby giving
the impression that Lucius himself might not know Voldemort's original
identity, which sets my own theory a bit on its side.

But it's still a possibility, and with JKR's use of the word "rich", a
reasonable extrapolation.
