*grins* Now that would make me a little miffed.

I bet it's Arabella Figg.  If he even had one to begin with.  Actually, I think Harry would have probably have had to live with the Dursleys even if Sirius hadn't been a "convicted" murderer.  I mean, Arabella had to basically give up her life in the wizarding world to watch over him anyway, right?  So why watch him suffer from a distance rather than actually take him in?

My thinking is that Harry actually had to be in the care of the Dursleys to be protected by the Old Magic.  And the only substitution for this protection was being at Hogwarts, but Harry couldn't live there for obvious reasons.  So -- the Dursleys it was.
