Neville's Memory

I know a lot of people believe that Neville's memory is so bad 
because of a very powerful memory charm placed on him when he was a 
small boy to make him forget his parent's torture.  But he was much 
too young to remember something like that, if he even saw it.  He 
would have been the same age as Harry, if not younger when his 
parents were attacked.  And Harry didn't remember anything until the 
dementors, and even then he doesn't remember much.  So I doubt any 
wizards would have put a memory charm on Neville.  Anyone agree?
