Apologies for this short post but I just realised I didn't make this clear.

When I said "Wait a minute, they live near a small village, don't they? Maybe she would have sent Ron out to buy stamps from the post office - given him some amount of Muggle money and said "here, buy stamps with this"... he returns with X number of stamps...she plasters them all over the envelope?"

What I meant was that in a small village, there's unlikely to be a supermarket, or a large post office, so that would probably have meant dealing with a clerk - hence why she would have sent Ron (who I think wears Muggle clothes and so on with ease). 

Of course, maybe Arthur "borrowed" them from work (maybe they need Muggle stamps for *something*? Who knows?) or maybe they are Arthur's personal collection of exciting Muggle stamps given up for a good cause? ...who knows.
