Dragon breeding may be outlawed, but there seem to be a decent amount
of wild ones wandering about (I assume the dragons Charlie works with
are wild). The books never say that the dragons are specifically
killed for wands, dragon leather, etc. I'd think it more likely that
the dragons die a natural death (do dragons die natural deaths? hmmm)
and then are used by wizards. After all, if you want to hide the
existance of fifty-foot dragons from all the muggles out there,
creating a giant dragon burial area, or worse, just leaving the dead
dragon lying around, may not be the most intelligent idea. Solution,
use the dragon. Kill two birds with one stone: get rid of
incriminating dragon evidence, and gain several useful magical products.
