Only 10 years or so have elapsed when Harry views the "Pensieve" 
trials, but this is enough time to some of the characters to have 
visibly aged (Bagman and Skeeter. most notably). This doesn't 
necessarily invalidate this theory: Bagman may have let himself go 
physically after he stopped playing Quidditch, and some people do age 
noticably in just a three-four year span.
