It's not just how they get their letters, it's what's written in
them, too. How would a Muggle-born know that the entrance to Diagon
Alley is the Leaky Cauldron, or how to get on Platform nine and three-
quarters? It's either written in the letter as extra Muggle-born
instructions or someone must come to deliver the letter personally
(like Hagrid did for Harry) and take the new student and their
parents through the whole process. Any other thoughts?

I think the Hogsmeade permission form also lists guardians as an
option ^_~.
