In the turn that the topic took, Jo S asked why people think that Draco's up 
there in the top ten percent (usually just under Hermione). After giving it 
some thought, I think I have an answer. It all comes down to redeemable 
qualities.
I don't really know about other people, but I can't seem to get my head 
around a person with absolutely no redeemable qualities what so ever. They 
just don't seem like real people to me.
A good number of real life villains/bad guys may have been truly worth our 
utter contempt and hate, but they still had that one good thing about them. 
Mussolini *did* get Italian trains to run on time (although maybe not  on 
the right track) after all.
Even Voldermort has his good side. You may want to watch him die a slow and 
painful death, but you have to admit (and admire) that he managed work hard 
to over come his past. And he did some very impressive things.
Yet when we are presented with Draco, we don't see many good points to him. 
So what we don't see, we infer.
