Who needs to plan, when he really DID leave the country? I think it's
either the very beginning of GoF, or the very end of PoA where Sirius
sends mail with a strangely tropical bird. I think it's fairly safe to
assume that Sirius was indeed hiding out in another country, and he only
came back to blighty when he heard about Harry being entered into the
Triwizard Tournament.

I could, of course, be spectacularly wrong though ;)
