Are you sure? JKR has twice shown us someone in a service 
position and then revealed that they have more power and/or 
prestige than we might have assumed. Rosmerta takes the role 
of a pretty barmaid--then we find out she owns the Inn. 

Madame Pomfrey, school matron, (translated as nurse) doesn't 
seem to have much responsibility in the first book. However, in 
later books she functions as a  doctor--prescribing medications 
and making diagnoses. 

In addition, the Dursleys and the Malfoys are constantly 
disparaged for the way they make judgements about people 
based on their possessions or their jobs.
