I think Harry could if he tried.  Maybe it wouldn't work on the very first
try, but I'm sure he could learn it.  If he wanted to.  But since it's the
unforgivable curse, I doubt he does.  So far hasn't Harry learned every
spell he tried?  Unless I'm mistaken , of course, but it seems like he's
mastered everything he tried.  He can make a very nice Patronus charm, the
accio thing worked well, even though the broom had a ways to travel, then of
course he learned to resist the Imperius curse as well.
