Smeltings

Dear All:

Im rereading _HP and the Sorcerers Stone_, and Ive hit Chapter 3, where 
the Dursleys have bought Dudley his new Smeltings uniform.

Smeltings boys wore maroon tailcoats, orange knickerbockers, and flat 
straw hats called boaters.  They also carried knobbly sticks, used for 
hitting each other while the teachers werent looking.  This was supposed to 
be good training for later life.

So, allowing for the fact that JKR does caricature numerous real world 
elements as hyperbolic plot devices, I have the following questions to throw 
out (the first one is primarily for British or Commonwealth readers):

1)	are there any schools that have such hideous school color combinations as 
maroon and orange, or is JKR simply playing up how gauche and tacky the 
renowned Smeltings really is?
2)	Are the knobbly sticks standard school issue along with the uniform, do 
you think?
3)	Is it the intention of the Smeltings administration for the corporal 
training for later life to take place, or is this simply one of those old 
school trads?
