Since this post people have thought of other
Halloween happenings as well. So far it hasn't been
pointed out in canon that anyone in the Potter-world
notices this phenomenon nor that Halloween has any
specifically magical properties in itself. Unless we
learn something about Halloween as an inheritantly
mystical day in the WW or we decide to call it a
coincidence, we may have to settle with the fact that
maybe JKR was
just experiencing some hokey-ness. Halloween is
supposed to be a spooky holiday afterall..maybe she
just decided "hey, i'm writing a books about witches
and wizards...and by god, halloween is going to be
mentioned in every book because i like it and you're
supposed to associate halloween with witches, and
evil, etc. so there!"
