Given that there's a Feast at Hogwarts every Halloween, I had 
imagined that the Wizarding World celebrated it as sort of their 
ethnic holiday.  It doesn't seem to have either the Pagan religious 
associations of Samhain or the Christian ones of All Hallow's Eve for 
them.

In PS/SS and CoS the ghosts are especially active on Halloween, as 
tradition would lead us to expect, so perhaps in the Wizarding world 
where ghosts are prevalent, Spirits and magical Beings such as 
vampires and ghouls are given their own holiday!  (That might be one 
reason Nearly Headless Nick is working so hard at getting guests for 
his Deathday party - it'd be the equivalent of having your birthday 
party on New Year's Eve.)
