I'm pretty sure that dark marks were carefully guarded secrets. One 
piece of evidence is when the trio met Sirius in the cave in GoF, 
Harry told Sirius about Karkaroff's conversations with Snape in the 
Potions class: 

""He showed Snape something on his arm?"  said Sirius, looking 
frankly bewildered.  He ran his fingers distractedly through his 
filthy hair, then shrugged again.  "Well, I've no idea what that's 
about. . . but if Karkaroff s genuinely worried, and he's going to 
Snape for answers ..." (GoF Ch27)

I don't think we really know Sirius' exposure to death eaters before 
he was sent to Azkeban, but it seems reasonable that he would be 
knowledgable about their practices since Voldemort had it in for his 
best friend.

Like others have said, who would tell? The death eaters obviously 
wouldn't and if Snape or any other intelligence agent were to spill 
the beans about Peter, they'd blow their cover. I think the only way 
they can really clear Sirius is to catch Peter.
