Here are my two cents-- In GoF, Sirius lists off what happened to
Snape's old friends. Barring Avery, they are either dead or in Azkaban
because of aurors like Neville's father. What if Frank Longbottom was
personally involved in killing Rosier and Wilkes? 

Seems to me Snape could be persecuting Neville for Frank's actions.
