This piece of canon supports my personal theory that 'Apparating' and
'Disapparating' are actually two different processes. When Arthur Weasley
left work, he Disapparated from the Ministry and then Apparated to the
Burrow. As far as getting splinched goes, it's all in the timing of the two
events. Maybe there are more steps to the process we don't even know about.
