Also, if McGonagall is a DE then either Voldemort doesn't know about it (likely?) or he purposefully didn't let the other DE's know about her when he was saying who was missing and why from their gathering in the end of GoF. He mentioned six people, three dead (I believe), one running away - Karkaroff, one loyal - Crouch, and Snape.
