I personally think Ron's just exaggerating to make a point. Perhaps it's true that most DeathEaters or even almost all DeathEaters that came from Britain were ex-Slytherins. And kids do tend to exaggerate things. Ron probably didn't remember about Sirius Black at the time of saying this to Harry and it's not like he can just up and say half a year later "Oh, Harry, remember how I said all bad wizards were Slytherins? Well I was wrong, just wanted to make sure to correct that." 
Personally, I think we're all getting too suspicious of everyone and too paranoid about good guys turning back.
