My gut-level response is that Draco has been informed of how Harry was 
raised (Lucius can find out whatever he wants to know, with his connections) 
and he realises that Harry could well be swayed over to the dark side, if he 
had the right tutor. Who better than Draco himself? Why, Harry might end up 
being one of *his* henchmen, one day.
