Why couldn't the wizarding comunity fund Hogwarts?  The students are there in 
proportion to the adult population, just as they are in muggle schools.  And the 
wizarding community apparently doesn't fund any lower (e.g., elementary) or 
higher (e.g., college) levels of education; Hogwarts would be the only educational 
institution they'd support.  Costs would be lower than at comparable muggle 
schools, as the physical plant has long since been amortized and much of the 
labor is provided by house elves.  If they can support an entire complex Ministry 
of Magic, they can also suport a school!
