I don't know if I'm the first to suggest this or not, but my gut instinct on
this one is that Snape may have been the one to Memory Charm li'l Neville,
but he did it for humanitarian reasons rather than to cover his own tracks.
It would explain the strange relationship between them, and might explain
why he's so negative towards Neville: He was unable to save the Longbottom's
from Crucio-induced insanity, just like he failed to save the Potters from
Lord Voldemort; Neville is a daily reminder, much as Harry is, of his failed
attempt to be 'the hero.'
