Very good theories!  I would like to add one of my own-I am new to 
this site so if someone else has proposed this, sorry-but a take off 
on your theory that Harry is safe in his relations care/presence.  My 
theory is that Dumbledore is a relative of Harry's, perhaps his 
grandfather on James' side?  I have wondered why Dumbledore did not 
use a wand to extinguish the lights on Privit Drive on the night of 
Harry's arrival.  Your theories could explain that.
