Because the moon is always moving around the Earth, the moment when
the moon is 100% full is an instantaneous event.  That's why I
speculate that the moon must be, say, 95% full for him to transform.
And if at the moment the clouds parted, the moon was (technically)
a 95.01% waning gibbous (i.e. he miscalculated how long he was still
in danger), it in my mind makes his neglect to take his potion more
acceptable.
