Just how important does Dumbledore consider DADA to be? It sounds
like an important subject to teach in the difficult times, but is it
really? It looks like someone who is competent in other magical
subjects could achieve almost on his own. Transfigure things into
suitable weapons, use suitable charms and you should be fine.
Just look at the other mandatory subjects: Charms, Transfiguration,
Herbology, Potions - they are all taught by competent teachers who
had been in Hogwarts for a long time. (Probably Astronomy also
belongs to this group, we just do not now enough yet).
DADA in that aspect is more like Divination, or Care of Magical
Creatures, or History - where Dumbledore does not mind employing
frauds or incompetent teachers (Sorry to all the Hagrid fans - he is
a good man but a horrible teacher).
(I wonder if Binns has a fan club? ;-)
