The flying motorbike

We learn that Hagrid got the flying motorbike from Sirius Black.

In book#3, PoA, Hagrid states that " ...an' Sirius Black turns up on 
that flyin' motorbike he used ter ride." 

This must mean Sirius Black had been riding it for quite some time.

However, Arthur Weasly got in trouble for owning a flying car. Why 
didn't Sirius get in trouble for owning a flying motorbike? Does this 
mean Sirius Black had some sort of special permission?
