I always figured that either he had some sort of permit and invisibility 
enchantment on it (or something to that degree)....or he was just very lucky 
he didn't get caught.....after all, Arthur's car wasn't discovered until 
Harry and Ron crashed it on the lawn in front of Hogwarts - until then, no 
one really knew he had it.
