I don't see why not.  It wouldn't be any different from a private school
or university that has selective admissions, but the final decision of
where you attend is up to you.  When I applied to university, I was "on
the list" of ten different schools, but in the end *I* was the one who
chose where to go.  So as long as Draco met the admissions requirements at
both Hogwarts and Durmstrang, I don't see any reason why he wouldn't have
been permitted to choose.
