What question did I ask? I was answering your (apparently rhetorical,
since you have given it deep thought) question!
Anyway, I completely understand that there is a big difference
between enchanting something and using magic just to cut/manufacture
something. However, it seems to me that the MOM would not want
wizards doing this sort of thing, just because it would be hard to
keep tabs on every piece of merchandise that sold to the muggles. I
would also think that the MOM would want everything inspected before
it was sold, so that they could ensure that none of the wizards
decided to enchant the product. I am sure that there are many wizards
who would think it very funny to sell a shrinking cabinet to a muggle
(Fred and George come to mind).

This I totally agree with. Perhaps the goblins create business
relationships with squibs who own muggle shops or something - the
goblins could trade the muggle money for wizard money, and it
probably wouldn't really matter either way to a squib, because they
can use either kind of money.
Of course, we could always just take the easy way out and say that
the goblins just use magic to turn muggle money into wizard money,
but that's just too easy (and unrealistic, in my opinion, because it
would probably be illegal to tamper with money in the wizarding world
- just like in the real world!).
