I don't think it was deliberately done.
My take is that she really *did* break her leg, and someone saw it
happen. The presence of a second party at the event added to the
^realness^ of it. After all, if no-one saw it happen and there is no
physical evidence of it happening, then it is possible that it never
happened in the first place. But since there were witnesses who were not
part of the WW (otherwise they wouldn't say anything to anyone else
about Mrs. Figg's little accident), Mrs. Figg couldn't just heal and
pretend that nothing had happened. Not if she didn't want to spook
Petunia/blow her cover.
